It says in effect that: If you don't sign out of iCloud before you put your device in recovery mode and restore, it might remain in Activation Lock. That means you need to enter the same Apple ID and password that … was used when … [the device was last set up]. Since you don't have the needed password, you won't be able to do so.
The only other possibility for removing the activation lock is if you have an extenuating circumstance (e.g., you now are the rightful owner and you can demonstrate that by providing a court order requiring Apple to allow you access to a decease owner's Apple records). But, it does not appear that you have ant sort of extenuating circumstance sufficient to convince Apple Support to remove the activation lock. No, unless the Apple ID it's asking for is yours. The activation lock is an anti-theft measure.
