If you just wish to restore your Settings to default without deleting any data from your iPad:

Settings > General > Reset > Reset All Settings

If you do just wish to restore your Settings to defaults and delete all data from your iPad:

Settings > General > Reset > Erase All Content & Settings

A full factory reset and reinstallation of iOS/iPadOS is slightly more complex, but this is the procedure:
