NETFLIX & ESPN will play but not download titles

On my two home iPads my subscription services will download titles using the same user id and password. On my new ipad, I can watch titles using that same user id and password but they will not download. I purchased this iPad specifically for use of the downloads for travel. This must be an iPad issue because I have the same issue with two different subscription services. I have wiped and restarted the iPad twice as it is new and nothing is loaded. It does not work. I did an update to the ios. It still does not work. What else should I try?
