I’m just updated 13.4.1 Today and it’s has appeared on my screen
it can’t be moved or response anything when touch
but it will disappear when Assistive touch closed
could you please tell me how to fix it
my device is iPhone7+

If you don't need it, turn it off and then your problem will be solved.

That is the dwell setting. Scroll down under Pointer Devices. That will show if a pointer device is configured and the Dwell Control setting is turned on. I had not seen the dot you were referring to until you pointed it out in this last image.
Do you have a pointer device configured?
That is the assistive touch puck, it will always be there if you are using assistive touch.
