Having great difficulty signing onto sites from iPad

The last couple days I have been experiencing great difficulty signing onto websites from Safari on an iPad. The phenomenon I can identify most clearly is that after form-fill the sign on page is reloaded with the forms blank.

Other things are happening that are less clear. Is it just a coincidence that this happening after recent upgrade of iPadOS to 13.3.1?
