International iPhone calls

Short general answer is a resounding NO. Your iPhone does not provide the cellular service. Your cellular service provider does. When you make an international call over a cellular connection then you will be charged unless you have a free or discounted international calling feature added.

There are apps out there (WhatsApp, Skype, etc.) that you can use to make app to app free WiFi/Cellular Data phone calls for free and that is different from your cellular service provider. You can also make free FaceTime Audio calls from iPhone to iPhone as well.

You can use FaceTime to call other FaceTime users. Those calls will use either WiFi or cellular data. You won't get charged any long distance rates.

No. Phone calls are not free. Your cellular carrier determines the rates and charges.
