I am looking for instructions to send to my mom (she struggles with technology) to help her send and receive text messages from an android phone on her iPad. She does not have an iPhone and just works off the ipad.
I have found the instructions on how to allow message forwarding but I need step by step instructions for her to understand it with ease.

She would need to have an iPhone as well as an iPad. The iPad cannot do SMS/MMS to non-iOS devices without the iPhone. It is not possible.
It's not possible to receive SMS text messages on an iPad, just iMessages from another iDevice such as another iPad or iPhone or even a Mac.
