What is icloud drive ? Is it icloud. Viber cannt restore the message

My ip 11 was lag and couldnt use the touch screen even couldnt turn off the phone by hard buttton (power + volume down) the screen was on untill i reset my iphone 11 by find my phone on my ipad. The problem is when i restore my data. The viber app doesnt restore my mes history. I lost many contact. And viber setting show that i did active icloud drive so i couldnt restore mes historry

. But i dont understand what it is when i active icloud drive in setting. Look like ask me upgrade ( im using 50gb icloud )

i used to change phone before and restore mes history in viber normally. And now it doesnt work and i lost alots important contacts. How can i active the icloud drive again???
