I've tried moving the music from my Ipod Touch A1213 to my new Iphone 11 Pro Max, but when I try moving the files from the PC they won't move over.
What is the best way to move these files without Icloud or backup?

It is not possible to transfer music from one iPod to another. You will need to synchronize your new iPhone with the computer you originally synchronized your music library to your old iPod.
I tried that, but the new phone only recognized what was already on it. It did not sync with my old music from the ipod
