I've tried moving the music from my Ipod Touch A1213 to my new Iphone 11 Pro Max, but when I try moving the files from the PC they won't move over.
What is the best way to move these files without Icloud or backup?

I tried that, but the new phone only recognized what was already on it. It did not sync with my old music from the ipod
