I just purchased the ipad 10.2 ( wifi only ) from apple.com last week and now it still on the complete package (unsealed package)
Can i topup the money and change it to the model wifi+cellular (3G sim card) ??
Please suggest how can I do?

You need to contact Apple, but they should process a refund, and allow you to order the other iPad. Only Apple can answer that question. You will need your order number to refer them.
