Apple ID won’t work to download anything

Whenever I try to download an app while using my own Apple ID, I get stuck in a cycle of verifying my account. I select the app I want to download, scan my fingerprint, and then the issues arise. It tells me that my Apple ID has never been used to download anything so it needs to be reviewed. I click OK and it asks me to type my password which I do. Then it takes me back to the “needs to be reviewed” question and so on in a never ending cycle. This has been going on ever since I got my iPhone in November 2018. Whenever I needed to download an app I would log into my brothers Apple ID but it’s a hassle and it messes up contacts, music, notes, Apple Pay, and other apps. I would appreciate any possible solutions to my issue. Thanks!

Have you successfully add a payment method?

If you can't choose None when you edit your Apple ID payment information

  1. If you have an unpaid balance or payment due
  2. If you have a subscription that automatically renews
  3. If you're using the iTunes Store or App Store for the first time
  4. If you are not in the country or region you’re creating an Apple ID for
  5. If you changed your country or region
  6. If you're a part of Family Sharing

Contacts are neither stored locally on an iPhone nor in SIM. They are synced to an email account that you had Google, iCloud, AOL, Exchange, Outlook, Yahoo or any Other
