How to Manage disabled iPad 4 in Mac OS Catalina

I just upgraded to Mac OS Catalina last night and my son’s iPad mini 4 has been disabled and needed to be connected to itunes. Tried looking for itunes on my Mac, but it’s no longer there. When I connect the disabled iPad on my mac, it doesn’t show at all, seems like it is not recognized. When I tried another iPad (mini 2), it can be seen on the location as “iPad” but when I tried syncing I received an error “0xE00001C”. What does this mean? How do I manage now a disabled iPad? or any IOS device?

On a Mac running Catalina, iTunes was replaced by new apps (Music, etc) but it is not needed for a disable iPad. See the procedure in If you forgot the passcode on your iPad, or your iPad is disabled - Apple Support
