iCloud storage scamming me

I purchased more iCloud storage for 2.99 and the “storage full” warning never went away. Then i purchased the 9.99 (2 TB) to see if i needed more still, but iCloud still says “insufficient storage/unable to backup.” I was charged for both and my phone is still slow and unable to download more apps. Does anyone know why?
