My iCloud storage is not full why is Apple trying to force me to purchase more space that I don’t need so that I can do a backup
You are not forced to purchase iCloud storage. However, if you use iCloud, and your backup exceeds your available space, you'll need to upgrade. Or, you can back up your device to a computer.
