New ios update last night
Lastnight I updated my ipad pro to 13.4 and now about every 5 mins it powers off and reboots.

Sorry to learn that your iPad has contracted this constant boot/re-boot loop issue after upgrading/updated to iPadOS 13.4.1.
This seems to be a growing and recurring issue with many iPads that have been updating to iPadOS 13.4.1
Unfortunately, Apple, currently, has NO fix or solution to this issue, to date!
Other users with this issue, that have actually called into Apple support about this issue, reported were only being offered in-warranty/expensive, out-of-warranty device replacement option, in lieu of Apple support not having an actual device fix or solution for what Apple support is diagnosing as some sort of internal hardware/software failure/fault with no recovery.

You can post multiple feedback on this iPadOS/iPad boot loop issue as many times as you like to help get Apple's attention on this issue
Cognizant Apple employees read ALL feedback generated from all of the various feedback pages and transfers the data to the proper and responsible Apple teams and personnel, but NO Apple employees will ever respond with any type of direct, individual replies from the feedback you post.
The more users that post product feedback about any product issue, the faster Apple, in California, is made aware and starts working on a fix/solution for a future software update.
If no one posts feedback to Apple, Apple will have NO clue that there are any types of issues with their hardware or software products!

If you need to, if initial 1st tier Apple customer support is of no help to you, you can calmly ask to have this issue escalated up to more responsible, senior Apple customer support employees to see if they can come up with a more amiable/amenable solution to this iPad boot loop issue, but I make no guarantees, whatsoever.
Even if no acceptable resolution, Apple, at least, logs all support calls and issues.

Based on your experience, it would be advisable to backup your iPad, then restore your iPad from backup. This is not a common issue. If it was, we'd be flooded with people claiming this is happening to them and we simply aren't.

Of the two options (iCloud or using your computer with iTunes), iTunes completely overwrites iOS on your iPad and would be the best option.
Then it's time to schedule a visit to your Apple Store Genius Bar for evaluation and options.
There is a nuclear option you can try to see if it's the device or perhaps an app causing a problem on the device. That option is restore the iPad back to factory (not from backup), sign in with your Apple ID and Passcode, turn features like iCloud Photos, Texts, Notes, etc., on so they come down from the cloud and not install any of the apps you use normally.
Then you would add apps back, one app at a time to see if the iPad runs normally or not. If it does, then starts this hiccup after a certain app is downloaded, you know what the cause may be.

According to 9to5Mac, Apple a couple of days ago stop sign on iOS 13.4.1, so it’s totally impossible to downgrade now, I’m sorry, but, I’m sure if you email Apple feedback, I’m sure they will fix it soon, good luck
I have put it in DFU mode and restored. Still looping. It is a software issue. 2.5 to 4 minutes. Application or type of use is irrevalent. Applications are still launched on reboot. Shorter clock second time around. Starts about 4 min after a couple of reboots settles at about 2 min 31-33 seconds. It has to be a memory allocation issue that causes kernel panic.

Try updating to iPadOS 13.4.1 to see if it resolves your problem.

I have an iPad Pro 10.5 on Att it restarts every 2 to 4 min and has been doing so for 30 days now. I can’t downgrade to 13.3.1 and upgrading to 13.5 did not help

I do not wish to explore the expensive out of warranty option. I would be perfectly happy to downgrade to 13.3.1 and be happy.
Since you can't downgrade iOS, you'll need to explore other options. Have you update yet to iPadOS 13.5 to see it solves this for you?
