The “A” model number of your iPad can be found on the lower part of aluminium back of your iPad in small print letters right underneath the large, bold printed” iPad”.
If you actually have an iPad that is currently running iOS 11, you should be able to, at least, upgrade that iPad to iOS 12.4.6.
If, as your hardware signature states, you have an iPad that is actually running iOS 10, then I suspect you own an older, iPad 4th generation and a 4th gen iPad cannot upgrade past iOS 103.3/10.3.4.
In that event the AppleTV app will never be available to that iPad model.
