Can I switch my apple ID to another email and sign in with that new Apple ID and retain all of the information on my iPhone that is on my current Apple ID iCloud? In other words, can I use a new Apple ID account but retain all the content on my phone?
Instead of creating a new Apple ID, if you want to keep access to all your data and prior purchases, do a name change on your existing Apple ID. Note the restrictions in the article.

Keep in mind that some things available under a first Apple ID will not be available under a new Apple ID. For example, you won’t be able to transfer anything purchased from the App and iTunes Stores to the new ID. And, there are other issues to be addressed.
