Apple Watch not pairing with iPhone

Hello, I have a new Apple Watch and am not able to pair with my iPhone 6 Plus (iOS 12.4.6, software is "up to date"). When I try to start pairing, I receive an error message that my iPhone software is out of date; when I go into the software settings by tapping "update," everything is showing as up to date. Is there another setting I need to change/fix in order to pair my watch with my iPhone? Thanks-

Unfortunately, "a new Apple Watch" Series 3, or Series 5 requires an iPhone using iOS 13.
