OWC envoy not being powered by 2020 macbook air

I took the ssd out of a 2012 macbook air and put it into the corresponding OWC envoy bus powered enclosure. When using the cable that came with the enclosure and an Apple USB to USB c adapter I plug it into my 2020 macbook air and nothing happens. When I use the same adapter and plug it into an android phone the power light comes on and the devices is recognized for formatting. Any idea why the 2020 macbook air isn't at least powering the device?

Try using a powered USB3 hub.

Maybe the Apple SSD is bad.

Did you purchase the correct Envoy Pro enclosure? The MBAir 2012 uses a different SSD connector and enclosure than the later 2013-2017 MBAirs. Also the Envoy Pro enclosures are only meant to be used with an original Apple SSD.

Have you check Disk Utility to see if the external drive is seen? If the old MBAir SSD is Filevaulted, then sometimes macOS won't prompt the user to unlock the drive. Instead you need to use Disk Utility and manually mount/unlock the external drive.

Also check the Apple System Profiler USB section to see if the OWC Envoy Pro enclosure is listed. If the enclosure is listed, but the SSD is not seen, then the SSD may be bad (or possibly even the enclosure).

Make sure all other external devices are disconnected from the laptop. Reboot the laptop. Try an SMC reset and a PRAM reset.

Try using the other USB-C port as well.
