I purchased an app and they charged me but i still cant use it

I bought all these packs for Churchill between 2016 and 2018.  In 2019 I bought a new iPad and transferred all my Apple games over.   For some reason I only got the first 6packs.  The rest did not get transferred.  So I rebought pack 7 and 20 thinking that all the rest would come too.  No luck.  Now I find myself having to rebuy them all again.  Can you please reinstate these packs.  All the packs I’m repurchasing show all the games that I have won on them, to prove that I had them. I have been playing this game from when it first came out.  I’m up to Prime Minister now and would like to continue.  Please give me back what I have paid for. Linda
