MBP 13" 2017 - CPU/Fans going crazy, 150%+ Kernal task *I Know kernal is to reduce temp*

I know that Kernal Task is partly meant to reduce CPU temps by limiting other processes usage of the CPU

BUT -- I am getting high temps and therefore high CPU Kernal Task % whilst doing MINOR tasks on my MB

I currently have a safari and preview window open --> kernel = 150%+ , fans are on full tilt, high temperature. This is a relatively new "Pro" Mac that can't handle viewing a pdf and a webpage. How can I fix this?

Before people say I KNOW that the high kernel % is to reduce cpu temps, but my problem is that im not doing any tasks that should even be letting it get to that heat in the first place!

This is ruining battery life and it is unpleasant to have a sluggish frying pan on my lap just to look at some webpages. It could fry an egg quicker than refresh a safari tab.

Sorry for being a bit keen, but I am tired of people telling me to ignore it because high kernel % is to reduce temp, thats not my problem, the problem is why tf is it getting so hot on safari.

For other (possibly related?) issues I have recently reinstalled Mac OS, and before that reset NVRAM/PRAM

shutdown, disconnect all external devices

reset the smc

https://support.apple.com/en-us/HT201295

repeat 3x

reset the PRAM using the instructions in that link

repeat 3x

boot into safe mode

https://support.apple.com/en-us/HT201262

reboot normally with all devices still disconnected

it may make a difference if you charge on the left or right side using the adapter, use the right side and balance whatever other connections you have meaning if you have two on the right and none on the left try moving the right one to the left side.
