Apple logo will not go away after attempting to download latest iOS

My phone automatically updated the latest version of the iOS for the Iphone 11 max pro, and it appears to be stuck on the apple logo. I've tried hitting the vol up then vol down button and holding the wake button until it turns off. I've also connected to the finder on my computer and did an update and I even tried to do a restore, but the apple logo will not go away. It looked like it was working for a moment, because it said it would download the necessary software to restore my iphone, but it finished and nothing happened. I am also yet to see the progress bar on my actual phone.

Hi.... so just following up. I ended up having to plug it into my laptop and used whatever replaced iTunes. Because on a Mac the newest iOS does not have iTunes anymore. I think the services were splits amongst different apps If I remember correctly I used find my iPhone. At first it wouldn’t even recognize my phone when I plugged it in, but eventually it did. Then I had to choose between restoring and doing a factory reset. We’ll restoring just didn’t work at all. So I continued on to try factory reset, I had to choose factory reset on my laptop while the phone was plugged in multiple times. Eventually it actually started to download what it needed, but it would give a failure message. So I looked that up and it said I’d need to send my phone into apple. But this all happened to me when quarantine had just started, so I decided to just keep trying and maybe after the 10th or 15th try (over the course of 4-5 hours) it FINALLY factory reset. All I can say is don’t give up!
