I set up my iPhone 11 today, and set it up using iCloud, in order to transfer everything from the old phone to the new one. Photos (3,000) have been gradually appearing in Photos, and some apps have tried to begin downloading, but haven't successfully completed, and all other apps still say waiting. This has been going on for many hours, does anyone know what the problem could be and how to solve it?

Yea plug the phone to power outlet, connect to wifi, lock it and then leave it alone so it can finish the restore.

Do you notice like minimal changes on the download progress?
There's been minimal to no change in the app downloads. The pictures are now all done loading and none of the apps have moved.
It's been like this for multiple hours, and now that the photos are done downloading, I'm not sure what's holding up the apps.
If you leave it alone to finish it will get done.
constantly looking at the phone will slow it down.
Done this hundreds of time for my work.
