Hi,
Im wondering if in Numbers or Pages; it's possible to create a hyperlink in a table cell that clicks through to an image on another sheet/page?
And ideally, if that link would work after exporting the document to PDF?
If not then recommendations to other software that can offer this solution are most welcome.

Numbers 10.0
You could do something like this.
Miniature images in column A
Links in column B to other Sheets with full-size images.
Select the text and Format > Add Link > Sheet.
You could also have a single-cell table on each image Sheet that has a link back to the Index Sheet
