How long does it take messages to update?

So I have a MacBook and iPhone that I use messages on, no other devices. Yesterday I noticed my iCloud storage was low and realized it was due to messages. So I went through and deleted a bunch of old messages and then went through current messages and spent a whole derringer pictures from messages and gifs and whatever. This cleared up a good amount. Then I noticed it wasn’t reflecting on my MacBook so I then noticed I didn’t have sync turned on on my phone. So I did that. It took a while but appeared to be finished. Now I went to my MacBook and found one of the messages I had deleted a bunch of pictures in but it still had all the original pictures. So I went through and deleted them on the MacBook. Now I am sitting here, approximately 12 hours have passed, and I have the same message on my phone and MacBook with different pictures in them. Also, individual message sizes have ballooned since syncing. My largest was approximately 400MB now it’s over 900MB. Is this right? Or does it take longer?

Check and make sure that you have a strong internet connection. Test the issue while connected to a different network if possible. If the deleted message is still there, restart both devices and check again. Restarting can resolve many unexpected behaviors.

I have already tried all these steps. It has been over 24 hours and they still have not updated. Text itself appears to sync nearly instantly. If I delete a message on my phone I can watch it instantly disappear on my phone. But if I delete a picture in a message on my phone, here we are 24 hours later of both being connected to the same network and it still hasn't synced.
