PhotoAnalysisd - the Photo Analysis Daemon - Rediculous CPU usage

I have a Macbook pro with an I9, and periodically I find it slowing down and heating up like crazy - the one consistent thing is this Deamon: PhotoAnalysisd. I wouldn't mind so much if this only ran at night, but it likes to pick up any time during the day. I have read the past posts on this, and how to temporarily disable it. Has anyone been able to remove this all together - does it destabilize OSX?

Alternatively - I see some use-fullness in this tool populating the Photo-people tab even though this is a work-laptop - is there anyway it can be scheduled to a specific timeframe?
