Hiding purchased apps

When I follow these instructions to hide purchased apps (https://support.apple.com/en-us/HT201322) on my iPhone 7, they all show up again the next time I click on my purchase history.

Has anyone experienced this and found a solution?

You cannot remove apps from your purchase history. Hiding apps keeps them from appearing on your home screen.
