Are you checking your phone's storage rather than the iCloud storage (which you can do at https://www.icloud.com - sign in and click 'Account Settings'.
The storage you are paying for is on the iCloud server online, and accessible by your phone. It is not on your phone itself: the storage on a phone cannot be increased, and if it's too full you will need to delete some data.

Have you tried signing out of Settings/Your Name/iCloud, restarting the phone, and then signing back in to see if that refreshes the iCloud storage?
