how do you move an app off your home screen and choose app you want there?

How do you move an app off your home screen without one randomly taking its place , I want to choose what app I want there but keeps auto filling with random app? every time I drag it to another page or delete it a random app takes its place?

Except fo the first screen, when you remove the last item on a page, an item from the next page will move in to fill it up. That's the way it works.
