Do I need to switch SIM cards between my old Iphone 6 and my new Iphone 8 plus which comes with one, both SIM cards are AT&T

You can do either. If you switch the SIM card to the new phone you won’t have to do anything else to activate the new phone. If you prefer you can use the new SIM card in the new phone, you will just have to call AT&T to transfer your service from the old SIM card to the new SIM card.
