iMessage not available without cellular service

I just purchased a brand new iPad 7th generation, it appears Apple no longer allows you to use iMessage or FaceTime without a cellular carrier. I even talked to Apple support and with WiFi I cannot use iMessage. Has anyone else experienced this or know a way around it?
