iCloud storage

If I upgrade my iCloud storage but than I choose to downgrade it would I lose my photos that I have taken with the extra icloud storage?

iPhone 11, iOS 13

If you downgrade and have more data in iCloud that you do storage space, you have no control over what you would lose. It could be your photos or it could be other data you have synced to iCloud.
