If I upgrade my iCloud storage but than I choose to downgrade it would I lose my photos that I have taken with the extra icloud storage?

So if you have enough storage space on your phone you won’t be losing anything

If you downgrade and have more data in iCloud that you do storage space, you have no control over what you would lose. It could be your photos or it could be other data you have synced to iCloud.
Or would you still lose photos or data
