I have two 27" iMacs connected together with a mini-DP cable. I want to use one as a second display. I connected them together and pressed cmd-F2 on the 2nd display, but nothing happened. I tried cmd-F2 on the primary, also nothing happened. I have the following setup:
iMac 27" (Late 2013) High Sierra - I want this to be primary
iMac 27" (Late 2012) Catalina
iMac 27", macOS 10.13
I got it working. I got my hands on an Apple keyboard that has an Fn key. With this keyboard, pressing Command+F2 worked. Even though it has an Fn key, I didn't need to press it to activate the target display.

I think I used to own one of those keyboards at one time in my life. That was pre-fn key days.
OK, then in System Preferences -> Keyboard set this option
And then try Command-F2
Try Command-fn-F2
By default the F2 key is a brightness key and not an Function key. The 'fn' key will change all the labeled function keys to F-keys.
On the small Mac keyboard, the 'fn' key is in the bottom left corner. On a full size keyboard, the 'fn' key is in the middel keypad above the arrow keys.
I have this keyboard. There's no Fn key. On my primary iMac, I'm using a Logitech K120 keyboard, also no Fn key
In the system preferences > keyboard for both computers it shows F14 and F15 for brightness increase and decrease
I don't see that option in the keyboard system preferences.
You are in the Shortcuts tab.
You need to be in the Keyboard tab
It's not there either
I like that keyboard. I'm typing this on one right now. And I own a second one as a spare 😀
