No photo tab to sync photos in itunes

OK, this is crazy but I go to iTunes and there is no photo tab to sync my photos. I have the latest version of iTunes on my new computer, this should be simple! Does anyone know where I might find that? I have a Microsoft surface with Windows 10 home, I have an iPhone XR, why am I having such a hard time with this?
