At my ends wit with trying to add my card to Apple pay, keeps coming up with “enter security code in itunes and app store”, every time I try i either get a blank screen or it goes back to the first screen and hasn’t updated.

I am not sure this is your problem. But, I saw a post very recently indicating that, per an Apple tech, Apple is conducting major maintenance and that many services are down. The instruction given was to "try again tomorrow ... [and] maybe the [needed] server will be back online.
I’ve been trying for the past week now and still haven’t had any luck :(
