Bluetooth radio won't turn on. Catalina upgrade, 2012 MBP

After upgrading my mid-2012 MBP to Catalina my Bluetooth radio will not turn on. When I click "Turn Bluetooth On" from the system settings, the button flashes blue but does not enable the Bluetooth radio.

I've tried to connect already paired devices and that did not work, I've also tried deleting the bluetooth preferences file and that did not work either. Everything looks normal on the bluetooth page of "About this Mac", except it's powered off and I cannot get it to power on. Thanks for your time looking into this!
