Its frustrating to know that eventhough my Apple Watch 4 has cellular data and calls, but Apple https://www.apple.com/my/watch/cellular/ nor my cellular provider do not support eSIM for Apple Watch 4. Its as if Apple is saying that its not available and only available for Apple Watch 3 and 5. What gives?

It is a partnership between the cellular provider and Apple, please contact your cellular provider or change providers to one that works with Apple Watch. Apple Watch Cellular Carriers
The reason you don't see the Watch 4 listed is because Apple doesn't sell it any more. But, speaking from personal experience, the watch is still supported by carriers.
The cell carriers for the 4 should be the same ones listed for the 5.
