Reset the SMC and your NVRAM:

Sometimes when changes are made to the system(i.e. updates), system configurations (i.e. for trackpad) become manipulated, technically. So, reset the SMCand NVRAM.

5 More Thoughts:

I. If that does Not Work, then:

A. First check. the list of Login Items:

  1. Go To: System Preferences
  2. Select: Users & Groups
  3. Click: This user name
  4. Click: Login Items
  5. Select: Uneeded items.
  6. Click: “-“ button

II. Then, Check Force Quit:

B. See if an application is not responding. If that is the case, Force Quit it.

  1. Go To: Apple Menu
  2. Select: Force Quit...
  3. Select: An Item Ending in: “Not Responding
  4. Click: Force Quit button

III. Secondary Mouses: Any mouse found, when you click on Mouse in System Preferences? If so, rid of it.

IV. Try Disabling Bluetooth: Perhaps there is a secondary device overruling your Trackpad

V. Accessibility: Try the Following two in Accessibility settings of System Preferences

V. A. My Accessibility Settings: Mouse & Trackpad

V. B. My Accessibility Settings: Alternative Control Methods

Reinstall the Mac.

With a new Guest User being the case, that would tell me it is no more than something misconfigured in your current user. So, create a new administrator. See it if all works. If so, then transfer everything over to this new administrator (i.e. photos and documents). Once transferred, trash the Administrator account you are currently logged into that is giving, you this error.

But, try the following, first. If none of that fixes it, then proceed with the reinstall.

A. First, Create a Time Machine Backup;

Start by creating a Time Machine backup of your Mac, so that you can have something to restore your Mac from, should anything go wrong with the reinstall. Go Here: Back up your Mac with Time Machine - Apple Support

B. Remove Unbeknownst Login Items:

First check the list of Login Items, removing anything that you are unaware that should be opening a boot up.

  1. Go To: System Preferences
  2. Select: Users & Groups
  3. Click: This user name
  4. Click: Login Items
  5. Select: Mail
  6. Click: “-“ button)

C. View Force Quit...:

Does enlisted app look suspicious? If so, Force Quit it, by performing the following:

  1. Go to: Apple menu
  2. Click: Force Quit...
  3. Select: The item
  4. Click: Force Quit

D. Reset the SMC and your NVRAM Once More:

Sometimes when changes are made to the system(i.e. updates), system configurations (i.e. for trackpad) become manipulated, technically. So, reset the SMCand NVRAM.

E. Scan for Malware:

Next, with running a scan for malware, using Malwarebytes for Mac and remove what is found. Perhaps something was installed that made this occur. Remove what is found from the quarantine. Malware is short for: Malicious Software. It makes you computer act in a mislead manor

Downloads:

  1. Malwarebytes Anti-Malware for Mac
  2. Malwarebytes uninstaller

F. Any Security Software Installed?

Remove Security Software from your Mac. What is happening is most likely compatibility and inaccessibility to applications and device use is probably getting in the way.
