How do I open and use the interface for editing menu shortcuts

Traditionally the mac os used COMMAND-N to create a new folder.


In the current version of Mac OS, COMMAND-N invokes "NEW FOLDER WINDOW".


I don't know why anybody would ever need a command to open a "NEW FOLDER WINDOW", but I need to create new folders all the time.


I would like the correct keyboard shortcut (COMMAND-N) to be assigned to the NEW FOLDER command.


I have previously edited menu commands before but it seems the interface may have undergone some of the weekly changes that MacOS undergoes. Now I am unable to determine how to edit this menu command's shortcut keys.

FWIW, using command-shift-n would probably be easier than trying to reassign the keys.
