Upgrade ver 13.4.1 for iPhone Xr
I cannot upgrade my iPhone to 13.4.1 even if plug into power and connect WiFi.
what should I do?

It seems your Wifi network is not being correctly identified as having a valid internet connection.
Try rebooting your iPhone, and connecting it to Wifi again. If it fails try a different Wifi network.
