I deleted one of my credit cards in my wallet and it does not show up anywhere except when double tap side button for apple pay on my apple watch. The deleted card does not show up anywhere in my apple wallet, not on my main apple account for payment, no where is shows except on the apple watch. I have restarted my watch numerous times and the deleted card is still there. Any ideas on how to fix the issue???

I am assuming that on the iPhone you have tapped on:
Watch > My Watch > Wallet & Apple Pay
and removed the card if it is still there.
The next steps would be to unpair and pair your watch again and restore from the backup (or as a new watch and lose any activity data):

Set up your Apple Watch - Apple Support
