A keychain cannot be found to store "BeaconStoreKey"

I have Active Directory setup on macOS Catalina 10.15.4

When I choose not to force users to create a mobile account I get this error message: A keychain cannot be found to store "BeaconStoreKey" This occurs after a user logs in with their AD credentials and tries to load. This occurs with multiple devices. Tested in safe boot and with other users that have not logged into the systems before. Any help is greatly appreciated.
