Catalina won't log into LDAP server - A Keychain cannot be found to store BeaconStoreKey

I cannot login from Catalina Mac to an LDAP account on a Synology NAS. Has worked beautifully in Mojave for a year, but after the update to Catalina this has stopped working. I run 30+ Macs for a school

When a network user tries to login they are met with a keychain error (BeaconStoreKey) and no matter how one responds to the prompt to reset the keychain or cancel all dialogs disappear and you are shown the Catalina background image and can move the mouse around.

I can see the NAS' files in finder. There is a green dot next to the server in the Users & Groups Login options, and I can even see all the users in the LDAPv3 server in the Directory Utility. The issue is the login/keychain. Is BeaconStoreKey an Apple thing?

Please help I need a solution urgently, I can see others have sought help with this since November
