Can you turn on iCloud photos on the iPhone and NOT have the photos go to your pc?

Yes. Turn on iCloud Photos on the iPhone but don't turn it on in the Windows or Mac computer (or in the case of Windows, either don't install iCloud for Windows or if you do install it, don't turn the iCloud Photos option on).
