Yes. Turn on iCloud Photos on the iPhone but don't turn it on in the Windows or Mac computer (or in the case of Windows, either don't install iCloud for Windows or if you do install it, don't turn the iCloud Photos option on).

I use it on my Mac because I have thousands of photos. I like the idea of all photos being backed up I just don't like that when I take a picture of dinner or something it gets sent over to my computer. Does that make sense?

Yes, it does but iCloud Photos syncs all photos to iCloud and to all devices where it is turned on. There isn't an option where you could have it turned on in both your iPhone and your Mac and not have all of your photos sync to both devices.
Thanks again. I'm kind of an amateur photographer and have over 35000 photos on my computer. I don't really need access to them on my phone nor do I want my dorky phone pics on my computer. Maybe they'll have a way to keep them separate at some point. Thank you for your help. Brad
