we are trying to add a new Apple ID to our Apple TV device.

We are trying the Add New Apple ID....

We enter the person's Apple ID and PW, they receive the authorization code, then as instructed, we reenter the new users PW followed by the Authorization Code they just received and it fails.... we've repeated the effort three times

Any Help??

You will likely run into the issue of the time limit for the verification code. To work around that, you can change the order of the steps:

First enter the characters of your password (do not submit yet), then manually request a new verification code, then append that code to the password, and then submit.
