Apps cannot be locked on an iPhone. And not all apps can be used on the Apple Watch. Can you explain a little more clearly what you did and what you are currently trying to do so someone may be able to help?

Go to settings - screen time - content and privacy restrictions - iTunes and App Store purchases - deleting apps - enable “allow”. If that is what you did to prevent an app from being deleted.
