App problems - NOT with app store

When I open an app such as Words with Friends or DuoLingo, the app opens but does not fully load. For instance, I do not see the moves from a player or have access to parts of the app. The wheel keeps spinning saying that it is "connecting". I am connected to the internet - I can open safari and check email. How do I fix this?

Thanks for the reply. Unfortunately I have tried all 5 steps. Occasionally the hard restart works....for the first time I open the app. Then back to the "connecting" issue. The last step - contact app developer - is strange in the sense that it is only happening to me among my immediate entourage, so obviously not a problem with the app. Oh well. Will probably have to get a new (cheaper, less frilly) phone in near future.

I am an idiot - I contacted Apple Support the other day but didn't actually do the chat (just searched solutions and got nothing). I talked to a representative, Wade, today and we solved the problem. I did the cloud backup then did a reset settings. Everything is much better now. Thank you Chris for following up on both my responses!!
