I have followed ALL articles on setting up iCloud, it started to upload my pictures and then stopped.
haven’t been able to make it resume the upload! I’ve tried turning it off, back on to no luck.
on the Photos themselves, this comes up:

Please read the message again, it mentions nothing about icloud storage.

Off your screen shot it tells you why it stop syncing please read the last line.
IF it wasn't about storage capacity, then you wouldn't see that message in the screen shot would you.
If you refuse to follow the advice I've given you and what is shown on your device, then best of luck to you.

I purchased the iCloud family plan to upload the pics because I always have a few megabytes free... but that’s another can of worms that I won’t open right now.
as you can read on the pic, the synch is paused. I want it to resume!

it’s ok if you don’t know, just let someone who knows answer the question. This is not about my iPhone capacity. It’s about uploading my pictures into iCloud.
