How to save photos from iCloud to a different device so i can clear up space on my phone.. best options?

That's not how iCloud works. If Photos are taking up too much space on your device, then you have 2 options -- upgrade to more iCloud storage and choose Optimize iPhone Storage (Settings > Name > iCloud > Photos > Optimize iPhone Storage).
